The 2016 refit added another deck to the ship, and you can now go all the way up to deck 14 above the new staterooms. The staterooms themselves are just a white rooftop that you can't walk on, but you can walk along either side above the balconies. The area is often closed on sea days due to high winds.
Aft of the deck 13 sun deck is a small area that you can go up that would also be a deck 14 rooftop. This would have been the only part of deck 14 prior to the refit.
