The designers of the Queen Mary 2 wanted as many of the public spaces as possible to have windows.  The Britannia Restaurant on decks 2 and 3 has windows on both decks.  But the Queens Room is aft of the Britannia Restaurant.  This presented a problem of how to let people access the Queens Room without walking through the restaurant.  So what they did is create a half level deck called 3L which is in between decks 2 and 3 (deck 2 is quite a bit higher than a normal deck).  So you go down from deck 3 next to the main entrance of the Britannia Restaurant.  On the port side are six small staterooms but they don't make it obvious that you can get through there so that you don't disturb people.  On the starboard side is the Clarendon Fine Art Gallery.  They rotate the artwork regularly so you see different things every time you pass through.
