And just to throw everyone into confusion, ICQ just started working again. No changes to my system whatsoever. So I reckon it must have been something on ICQ's end.

But it has useful features, and I will not be returning to the old version. I agree it has extras you just don't want but there are some really good things.
Soon someone will be lamenting the demise of windows 98....
