Thanks to Trainman, who recommended IrfanView. It's quick to load the program, it'll do batch resizes of horizontal *and* vertical images, letting you resize to the longest side, and it'll do redeye (with the downloadable plugins) without changing file date/timestamp. Rotating images is slightly more fiddly - you have to shift-j to do lossless operations, and then choose the rotation and hit start. Could get used to it though I suppose. It's also a little slow flicking between images. Acdsee seems to preload images for faster scrolling through images, and I can't find a way to do that in IrfanView.

So I'll probably use acdsee to browse and rotate images, and irfanview to do redeye and resizing.
